The origin of Venice is not documented in history. Several historian cited credible evidence that: the early population was refugees from Roman cities. They came from Padua , Ekuilaiya , Altino and Concordia (now Gelueluo Port )  in order to escape the Germanic attack.

From 166-168 , the Quadi and Marconi destroyed the main center of the area, Oderzo. The Roman Empire's line of defense was again torn by the Sigurds in the early 5th century, and 50 years later, the Hungarians led by Attila also invaded the Roman Empire again. The last and longest aggression was caused by the Lombards in 568. As Venice was freed from the rule of the Eastern Roman Empire , people began to build new ports , including the ports of Malamoco and Torcello in the Venetian Lagoon.

The rule of the Byzantine Empire in central and northern Italy was ended by King Aistulf of Lombardy in 751. During this period, the seat of the Byzantine governor was Malamocco. The ruling area spanned many islands in the lagoon and probably increased the connection with the Lombards in the Byzantine Empire.

During the reign of the Duke of Patissibazar ( 811-827 ), the seat of the Governor moved from Malamoco to the highly defensive island of Rido , which is now the site of Venice. The San Zagar Monastery, the original Doge ’s Palace and St. Mark ’s Church were successively built here.

In 828, the prestige of this new city was elevated because the relics of the San Mar Valley were brought from Alexandria to Venice, and it was placed in the new church. This area continued to develop. After the Byzantine forces subsided, the essence of Venice against the East gradually emerged, and finally led to the development of Venice towards autonomy and independence.
